This provision requires a communication system capable of alerting all emergency service personnel in the jurisdiction. Normally, each emergency service should include these rosters as an integral part of its policy and procedure. Develop policy and procedure in sufficient detail to ensure successful response during a major disaster. Establish an emergency service work/control/dispatch center to manage resources and maintain contact with the Emergency Operations Center during emergencies. Designate a representative to report to the Emergency operations Center during emergencies to advise decision makers and coordinate the emergency services response effort with other response organizations. Provide State-Level emergency service liaison with federal emergency response team counterparts during disaster response operations (State Plan). Report pertinent information (casualties, damage observations, evacuation status, radiation levels, chemical exposures, etc.) to the Emergency Operations Center during emergency operations. Identify and make arrangements to protect records deemed essential for continuing government functions, conducting emergency operations, and reconstitution of government (i.e., tax records, birth and death certificates, vital statistics, etc.). Provide necessary logistical support for food, water, emergency power and lighting, fuel, etc., for work/control/dispatch center(s) and response personnel during emergency operations. Negotiate, coordinate, and prepare mutual aid agreements. Support clean-up and recovery operations following disasters. Train assigned response staff and volunteer augmenters to perform emergency functions. Maintain Current inventory of all government and private emergency response resources (i.e., personnel, equipment, and supplies). Develop a system to track resources deployed to a disaster. Obtain necessary protective respiratory devices, clothing, and antidotes for personnel to perform assigned tasks in hazardous radiological and/or chemical environments. Obtain and maintain radiation and hazardous material detection devices. Maintain radiation exposure records for response personnel and require dosimeter readings at appropriate frequencies, if necessary during emergency operations.
